2. What's interesting about Trump's whining...

...is his party controls the Senate, but has not had a true recess since his election. An actual recess would allow Trump to make recess appointments which would last until the end of the Congress, which now would be a little more than a year away. His own party is worried about the quality of people he'd put into these positions, so they continue to have pro forma sessions during their "recesses".
