3. The S&P 500 has returned 10.49% annually over the last 30 years

The utilities industry is more stable than the S&P 500, and so they were high on something if they thought they could get 11-11.75%. That said, no one would invest in them if they were capped at 6.2%. I'd personally lean more toward 9.25% than 9.78%.
