26. The billionaires won't leave. See Massachusetts Millionaires Tax

Mass. implemented a 4% surtax on income above one million dollars. Back then there was a lot of screaming and threats from said millionaires, but the expected mass exodus of the wealthy failed to materialize. On the contrary, the number of millionaires actually grew since the law was passed, and Massachusetts got a nice little windfall in tax revenue.
