IMO is that the bar is even lower than suspected. I think a lot of folks just assumed that while low expectations were just that, but child rape and trafficking would be something that wouldn't be tolerated. Even the worst of the worst incarcerated criminals have no tolerance for convicts guilty of such crimes, and they're made to suffer. Nope, not in our society. Capitalism, standing and the accumulation of wealth and power can have no interruptions.
