It simply IS.

Putin needs the war to end. Internal political/economic pressure is getting to a flash point. For a bit. He'll start it up again at his convenience. Meanwhile, Trump is his instrument to reach a negotiated settlement that will leave him in the best possible place for his next jump off.

He expects Trump to make it palatable to Ukraine, NATO and the rest of the EU. A little smokescreen for him to rest and regroup.
