There are more Presidential appointees than Ex-officio members, so if the Presidential appointees voted unanimously, even if all the Ex-officio members voted against it, there still would have been a majority to add Trump's name.

The real issue from a legal standpoint is the board (regardless of who votes) has no authority to change the name. That can only be done by an act of Congress.
