The NATO leaders had every reason to assume that we would continue being the "good guy that saves the world." Now that Chump is back, they know it's up to them because Chump will never be that good guy.

I believe that the NATO allies are holding their collective breath, but also they realize that saving the world falls on them. Putin is weaker now than he was 3 years ago, and they've all noticed it. Who knows? Maybe there will be a change in Russia soon.
