NATO countries might not respond in a military fashion.

BUT:
NATO countries will declare America to be a rogue state, confiscate all NATO country US held properties like bases, nullify any trade agreements, and dump any bonds held in US stocks.
As well as locking US owned bank accounts.
Any US company trading in Europe will seize up.

It will hurt Europe doing so, but America has more to lose.

Want to turn your country into a poverty stricken banana republic, Mr Trump?
Trigger a global recession?
Your choice!

The situation is quite serious though.
You can't tell if Trump is bluffing or not, and he is not prepared to listen to any advisors brave enough to tell him this is a bad, bad idea.
