Trump is extracting tribute in the form of barrels of oil., which Trump intends to treat as his and sell on the world market with no funds going through the US government and no accountability.

He anticipates that the regime will continue its oppression.

This is the world of a warlord.

The bigger question is: Did Trump break with Putin or will the tribute find its way to Russia and the War on Ukraine?
