last Spring ,when the CBP came on to the Montana Rez that I lived on for 8 years, the Tribal chairman ( a client of mine) posted on Facebook, that indeed they wanted anyone who was not a US citizen and committing crimes off their land, be calm and cooperate. It was a first, CBP on their land ( even tho they had an office very near there as it was near Canada border), but he described it as "this new normal"
And yeah, it was thing, cartel members were living on the Rez slinging meth and fenty, living and hiding from state and federal law with addicted users. The Tribal Police chief ( another client of mine) was on FB about it too, they had no authority to arrest them. They could only confiscate the drugs, cash and guns and kick them off. They threatened to take away the housing from the users, but that never happened. The dealers just coming back, the Tribal council and Tribal police were frustrated
Previously the FBI had jurisdiction if there were gun crimes. 2 days before I moved, 2 of my clients were killed in a drive by ambush over a cartel drug deal. Teen aged Mexicans were the triggermen The Rez was crawling with FBI agents then
Of course, the hostage taking is dead wrong and probably wont work, but I'd bet thats what this "agreement" BS is on about.
I lived on the REZ during COVID when the borders were locked down and there were check points, etc. I always hoped they could stop the dealers then, but no luck
