President Miller. Not only because he seems to be dictating policy to the Big Orange Pig, but because the Big Orange Pig gets very irate when he sees someone else stealing his thunder. He fired several people in his first stolen occupation of the White House because they were getting better press than him. Anything is worth a try at this point.
