I believe the genie is out of the bottle. That the unregulated violent behavior won't be switched off by decree. These psychos enjoy inflicting suffering and get off on it. We don 't know that there is a command structure. There was too little training to instill obedience to one, even if it exists. We'll be stuck with these criminal sadists in our communities for a long time.
