good enforcement; that means that adequately funded enforcement agencies must exist and, if need be, compelled to act.

(Similarly, good leaders, including Presidents, are relatively powerless without laws that are good with respect not only to their subject-matters but also w.r.t. the legally prescribed and defined agencies, structures, and procedures as well as the necessary for enforcement, plus funding. E.g., a lot of our current civil liberties issues arise in part from poorly-defined terms like "terrorist"; and a lot of our financial woes arise in part from the defunding of such agencies as the Securities Exchange Commission.)
