1. Good move. Force ICE to agree to a strong set of rules or else be subject to arrest

If one Governor can get such an agreement established, this could quickly be taken up by other states.

The rules should include:
* No masks
* No display of assault rifles unless involved in a specific immigration action requiring S.W.A.T. (e.g. hostage situation)
* Every officer clearly identified by name and number.
* Every uniform must say "ICE" in large letters, and may not use the word "Police" because they are not police.
* All actions limited to enforcement of specific judicial warrants naming the individuals sought.
* No interrogating of random people not named in warrants
* No random traffic stops
^ If they face obstruction from locals, they must call the local or state police to deal with that -- no actions on their own.

Where are Illinois and Minnesota on this? They should be doing the same thing.
