Perhaps there needs to be more specific prohibitions against impeding any and all forms of medical care, with penalties ranging up to and including homicide for denial or obstruction of medical assistance.
Since so many of ICE likes to pile in, the trigger for any form of evidence of delay to medical care should be from the moment that injury or necessity of such care was, or should have been, predictable to any reasonably intelligent adult (ie observers and cameras). All subsequent delay should escalate the penalties exponentially per minute of delay, with penalties specifically attributed to the individuals and not the government or public, or union, or any other than self-funded source.

STOP this madness.
