These thugs are not wearing uniforms of any recognizable law enforcement agency.

Look at the photo and note how the thugs are dressed:
-- Sneakers (right edge of photo), brown boot on left bottom corner.
-- Pegged blue jeans
-- At least three different tops in view: (1) green arm holding the spray; (2) two arms in grey camo; (3) sneakers-and-blue-jeans guy wearing white sweatshirt.
