Massey calls it a 2nd treasury created in Qatar that Krasnov can use as he sees fit and Congress will allow it.
Not all of the stolen tankers are headed for the US, 2 of them docked at a Phillips 66 refinery, who knows who else Krasnov is selling the stolen oil to?
