because witnesses were seeing old, partially dispersed smoke. A fresh smoke grenade is green green green -- and it's particulate smoke, not gas, so strong colors can be expected.

Another problem which arises is that I don't recall who first referred to this as "HC gas" -- it may not be. There is a safer alternative now which uses terephthallic acid, not C2Cl6. That would be something of a relief, if true.
