We love to talk about people not voting in their own self interest. Maine is a very poor state, Susan Collins brings home the bacon. She talks a lot of shit being concerned, but much like Senator Byrd did in West Virginia, Senator Collins spreads federal dollars far and wide.
The average person in Maine sends less than $10,000 to the treasury (pays federal taxes) but the federal government spends about $20,000 on each resident of Maine. Money talks (or gets re-elected) and bullshit walks.
