So, back to why the kidnapper wanted to be seen, I believe that whoever did this had a poor illegal immigrant who matched the description lined up to take the fall, all it would take was finding his DNA in the house.

Mixed DNA was found at the crime scene, samples mixed from several people which is very hard to single out one person with certainty. The feds are saying that they have the capability to analyze this mixed DNA and come up with one person's match. IF the feds call a big press conference and declare they have a suspect based on this mixed DNA and he is an illegal immigrant, Eureka, Krasnov can ask for more money for ICE, for the Gestapo. Krasnov will also send the message to journalists like Savannah, don't interview Epstein victims.
They didn't plan on the local sheriff doing his job.
