The most official reason is because the Maxwell case and susbequent appeal were occurring during that period. Releasing the files would have helped calls for mistrials. She first went on trial in 2021.

A search for "Epstein Files" in news archives shows that term first shows up in 2019 (during trump admin) when an appeals court ordered them unsealed pending requests to keep them secreted away.

Of course, the cult members weren't demanding the release of the files during the Biden admin which is something else that could be thrown back in their face.
