reportedly to try to slow his dementia. We know that has caused serious problems at the injection site (his hands. These are probably some very heavy chemicals, maybe not even approved for public use. It would not be surprising if these drugs had side effects like rashes.

It is very likely that he is receiving Leqembi. The documented side-effects include:
"... itching, redness, and swelling. Severe allergic reactions are possible, requiring immediate care. "
"Infusion-Related Reactions (IV): General rashes can occur during or shortly after the intravenous infusion, often accompanied by fever, chills, nausea, vomiting, and headache."

My guess is that the rash we saw on his neck (which actually looked rather severe, with apparently a hole in the skin) has spread to other parts of his scalp and he's trying to cover that.
