The money from that 2% still went into the trust fund, but it came out of the general fund.
This directly tied Social Security to the deficit.
Allowing the cut to expire once again places the Social Security Trust Fund as a completely stand alone program that has absolutely nothing to do with deficit spending.

To me the FICA tax makes the idea of Social Security as a persons contribution...

It's only looked at as a tax because it is tied to the amount you earn and is a mandatory
