Section 3 of the 14th amendment says that no one that has been accused of insurrection against the US can hold elected office. When Colorado’s State Supreme Court ruled that Trump couldn’t be on the ballot in their state, the Supreme Court ruled that states couldn’t enforce that provision, only congress, even though that’s not specified by the amendment.
