I'm betting it's a panic attack because he is realizing that there are actually people DYING in his orchestrated war and people are really going to hold HIM accountable for the decisions he makes as President. He probably caved under the pressure.

He will breath in a bag for a bit, cost the taxpayers a bunch of money, be patted on the back by his enablers, and be back on social media tomorrow.
