And the offenders were rich with resources.

What a lot of people forget is the economic disparity between the offenders and the victims. If you were largely powerless, would you want to be put through the embarrassing details and mass media attention of an Epstein or Trump trial (especially those so young of age)? Would the victims keep their stories straight under withering questions in discovery and on the stand? How would the victims react under public scrutiny, talking heads and the media circus? I can understand how a prosecutor would be hesitant to move forward given these conditions or even if the victims would be able to hold it together throughout a trial.

I'm not saying this situation is right. I just think the reality of how we treat rich versus poor in our legal system stacks the deck in the rich and powerful's favor.
