The talk of lack of security was in the hotel outside the event room. It was hosting public events and open to guests. He expected there to be security all over the inside of the hotel and it wasn't. He walked right in, checked in and went straight to his room without have to go through a metal detector or a gauntlet of police/secret service.

He was caught on the floor above the event trying to run past the checkpoint to get to the stairs that lead down to the event. From that checkpoint on was where all the security was. He didn't encounter any of that security until he made his attempt because he walked into the lobby, checked in, took an elevator to the 10th floor and went to his room.
