… decision and the President’s alone. There are no military or intelligence groups that he has to consult nor gain consensual agreement.

After the President makes the decision there are safeguards along the way to assure it was the President and he did decide to let them fly. At least I hope so. But the idea is, if such a decision is needed, it quickly falls to one person then rapidly flows to those that actually fire the missiles.
