It's fictional and staged as a documentary narrated by David Tennant, focusing on Ian Fletcher (Hugh Bonneville) who is hired as "Director of Integrity", a joke all by itself considering FIFA's history. It's a sequel to W1A (Ian at the BBC) and Twenty Twelve (Ian planning the London Olympics).
That aside, FIFA has a bad reputation to begin with but the whole peace-prize crap dug them in deeper.
