Seems this should be stated as "...THIS President cannot safely conduct the business of the United States."

In his case, the ballroom won't make a damn bit of difference in how he leads this nation. They'd be better off spending a lot less to build a "Popemobile style" of vehicle to transport his mighty ass around the fairways.
