... it was their agents getting starry-eyed over a fat payday... until the grift became too obvious to ignore. The odds are high that they'd never get paid even if they did show up. Trump never pays anyone, even if it's not coming out of his pocket. But he always schemes a way to put a little sumpthin'-sumpthin' in his pocket.
