I found this local story related to the traffic closures it didn't appear to be a complete shutdown

Arlington Memorial Bridge will close Friday from 6 p.m. to midnight. Other major roads affected include part of Constitution Avenue, the 12th Street Expressway/Tunnel, the Potomac Freeway, certain eastbound I-66 exits and streets around Farragut Square.

The UFC fight at the White House on Sunday, which also is President Donald Trumps birthday, will bring extensive road closures and parking restrictions in downtown Washington, D.C.
Police are going to start locking things down beginning Thursday.
Expect mass road closures and parking restrictions through Monday evening.
