That's what this is, Israel was never at the table and Trump got desperate so pretended he could speak for them with the hope that he could pressure them after the fact.
There's a Seinfeld episode about this where Kramer promises a sick boy that Paul O'Neil will hit 2 home runs for him in the next Yankee's game in order to get a card back signed by all the Yankees. When he doesn't Kramer shows up with the card anyway and says, "I got the card!" And then as he walks out he says quickly, "By the way, tell Paul O'Neil he has to catch a fly ball with his hat the next game, ok, see ya."
