I think a monolithic lining would work well.
The brine solution we used in specialty blends was always stored in plastic tanks.
Same with those at consumer product formulations sites. (Shampoo, dishwash, body wash geld, etc.) Salt water is used to cause micellar structures to control viscosity. Nobody wants a shampoo that just runs through their fingers.
At a couple less diligent sites, they had leaks around the pump flanges and sure enough, The concrete was spalled badly. Of course, these brine solutions are 18-20% NaCl, which is 5 to 6 times that of seawater. So, much harsher on concrete.
