It's a combination, but that's an irrelevant point anyway. The sum total of the effects (most important: paying for the costs of misuse) of a toy is what your insurance is for.

Guns are designed to kill people. Cars aren't. So gun liability insurance would have to be of a new kind that would cover the billions in lawsuits what would happen.
Once again, it's a question of Personal Responsibility. Pretty simple, actually impossible to argue against. You want your toy? Pay for it. If you complain it's too much, then you can't afford it.
Not everyone can afford a Lamborghini. Not everyone can afford the (true) cost of a Precious.
