California gets and A but has more problems than New York that gets a B and is just slightly ahead of Colorado and Wyoming, both of which probably have a good portion of their deaths due to big game hunting accidents. Michigan has a C but has as many deaths per 100K as does Kansas, which has an F.

What we have here is a lack of statistical significance.
