(29,224 posts)These are quasi municipalities that have the power to tax and charge fees. They are overseen by an elected board, or a board appointed by an elected official. Appointed members are often political payoffs. Where I live the board is elected but nobody really cares or knows who they are. We pay fees that have more than doubled over the last ten years and also pay a district tax as part of our property taxes. Is it all too expensive? Well, it probably is, but I know for a fact if a private corporation was running things it would be a lot more and we wouldn't have access to public meetings or any say at all in the operations of the districts. We are blessed with delicious Rocky Mountain spring water right out of our tap. Very minimal treatment.
