Even though he personally was not corrupt, many of his advisors and appointments were, and he was not able to take control of it.
That's usually been the reason for ranking him lower. Yes it should be a factor but supporting civil rights reforms a hundred years before they were put in the Civil Rights Act in the 1960s outweighs that IMO.

I'd take both WH Harrison and Garfield out of the running for best/worst postitions

I'd rate him among the worst, for the treatment of Native Americans, if nothing else.
