They don't want terrorism and hostage-taking to hamper the foreign-invested oil industry. They must have decided that a careful, drawn-out rescue effort would send the wrong message: that westerners were important to them (therefore making oil-industry westerners even more of a lucrative kidnapping/hostage target). Still a pretty harsh "solution" to the crisis, though.
