It means, generally, "choked with emotion".

Imagine yourself standing there, on the West face of the UNITED STATES CAPITOL, in touching distance, as the next president is sworn in.

I get verklempt when saying the pledge of allegiance or singing the national anthem.

I get Boner's proclivity to cry. Some of us still *do* get choked up by actual patriotism.

I have occasion to visit the Capitol and to visit the various Senate and House office buildings. While it is routine to go there, every now and again you just kinda stop and think . . . . this is THE UNITED STATES CAPITOL.

It can be very affecting.
