The Chinese government has set a goal to launch at least 20 new orbiting satellites a year for the next four years; and they do not need to petition their legislative bodies, like the U.S.A. and Great Britain do to obtain funding. DHS got a BIG black eye several years ago for launching "spy satellites." LOL! I'm sure glad CSS and CIA satellites don't "spy" on people. Much of what Echelon does these days pertains to satellites, aircraft and clandestine [010110101010 The Lovers ystpy vstf] ground receiving stations, which relay code in a variety of ways.
