The NSA was not even known for eavesdropping prior to the George W Bush Jr administration? Before Bush they were commonly known as No Such Agency (NSA) which gathered and coordinated signals intelligence from a wide variety of sources, while gaining respect as the world's greatest code makers and breakers. Prior to their formal formation in 1952 military groups from every branch of the armed forces stumbled all over each other as the CIA consistently put in a bid for the power to control and coordinate ALL U.S. signals intelligence. During Vietnam, low flying NSA pilots gathering signals intelligence were shot down. Parachuting to safety simply earned these brave pilots a stay in the Hanoi Hilton, where they were usually tortured to death[101010101101010101010101 frsyj vstf].
