A little history. The 2nd Amendment was (reluctantly) added to reassure the slave states where blacks often outnumbered whites. The plantation owners wanted to make sure that the Federal government could not draft the white men they relied on to defend them, hunt runaways and crush slave rebellions. The KKK grew out of those "militias" and the attitude of being armed and ready to defend against the rampaging "Nigras and Injuns" has never been assuaged. I would argue that the Southern Strategy, like the 'War on Drugs', was designed to make sure those fears never die.
All crimes are not alike.
