Eric Leonard on KFI radio--summary
Dorner was a probationary officer when he reported the abuse of a mentally ill prisoner by a female cop named Evans who was his supervisor
Dorner accused Evans of kicking a handcuffed, mentally ill suspect in the head.
Evans had friends on the force and in the secretive Board of Rights which ended up adjudicating the case.
Eric Leonard (news guy) added that sources told him that the Board of Rights used to be open, but that since it had become secret (with records not open to the public), the BoR was being increasingly used to target employees LAPD wanted to get rid of. Here is the SJ Mercury news on the BoR and Dorner:

"Dorner was charged by his own department in 2007 with making false statements to detectives investigating a false complaint he made against a female police sergeant. A Los Angeles police Board of Rights disciplinary hearing included testimony from numerous Los Angeles police and port police officers, according to a 2nd District Court of Appeal document posted online....
"The Los Angeles Police Department Board of Rights found that (Dorner's) complaint was false and therefore terminated his employment for making false statements," the document said."
After being fired from LAPD, Dorner took his case to civil courts. The civil courts sided with LAPD, stating that LAPD was within its rights to let Dorner go. (No one cared about whether or not Dorner's statements were true)
During this time, Dorner was working in an intelligence unit of the Navy in the reserves.
Dorner made it to Lieutenant. in the Navy but failed to get beyond that rank twice.
Dorner's firing from LAPD caused the Navy to revoke his security clearance.
Once the clearance was revoked, Dorner had no further use to the Navy and he was discharged.

The first person Dorner killed was the daughter of the cop/lawyer who was his advocate during the BoR and whom he felt had failed to get him vindicated.
