I suspect he'll not be able to stop flapping his gums on such an occasion. That will get him banned, ticket or no ticket.

The capital police and the secret service will both be there. They aren't to be trifled with and they don't take jokes lightly. If he opens his mouth and starts flapping, he won't get in. Period!

Then he can exercise his first amendment right to speak from the obscurity of the Mall.
