In the case you mention, the Telecommunications Act of 1996. The Senate voted passage 91 - 5. The only republican to vote against it was John McCain. 3 Senators did not vote. It was passed in the House 414-16.
I've mentioned this situation several time here and elsewhere. Most of us don't seem to care.
