2. For all intents and purposes, W actually became a legally sanctioned dictator when the US Supreme Court voted him into office in December 2000:

"I told all four that there are going to be some times where we don't agree with each other, but that's OK. If this were a dictatorship, it would be a heck of a lot easier, just so long as I'm the dictator".

3. As the NeoCons assumed full control over the US Government:

"A dictatorship would be a heck of a lot easier, there's no question about it".
(Business Week, July 30, 2001)

And then we had the attacks on 9/11/2001, and the passage of the Patriot Act in October 2001. W no longer had to make remarks about being a dictator.
