If a woman ticks positive on every merit and doesn't tick on any demerit, she would have 25 points. Which according to the good doctor would mean she was "poor". That's the best she can do. Miss out on one merit or have one demerit, then she is "very poor".

Of course, it's possible that then list extended to 4 or 5 pages, but who could be bothered with such BS?
