And you have a right to sue for libel and slander. You do not, however, have the right to pass a law prohibiting free expression as it relates to political figures...even if it is to make fun of them.

Seriously, if Earnest is so worked up over an online Photoshop, what is this guy doing in politics? The old saying "If you can't stand the heat, get outta the kitchen" comes to mind. Dealing with the fact that half the people are going to despise you is a pretty fundamental part of being a politician. If he can't hack it, maybe he needs to find another line of work.
