Authoritarians hold up rules for rules' sake. The rich ones use and twist them to their advantage; the useful idiot Authoritarians suspend critical thought and hold them up as inviolate. They use them in their petty power grabs over those at their mercy, while wearing beaurocrats' uniforms.
